in - ing는 ~할때라고 해석하는걸로 알고있는데요.
in -ing가 앞에 명사 수식할수도 있나요??
해석 질문있습니다.
1. 개발도상국의 가난을 완화할때 첫번째 단계는 적절한 음식 그리고 주거지를 제공하는 것이다.
2. 개발 도상국의 가난을 완화하는 첫번째 단계는 적절한 음식 그리고 주거지를 제공하는 것이다.
둘중 뭐가 맞나요?

before를 전치사로 보고 stroing를 동명사로 봐야할까요?
아니면 before를 생략하지 않은 분사구문으로 봐야할까요?
